DESCRIPTION

The San Diego Center for Acquired Immunodeficiency Syndrome (AIDS) Research (SD CFAR) is one of 19 National Institutes of Health (NIH) funded academic centers providing administrative and shared research support to synergistically enhance and coordinate high-quality human immunodeficiency virus (HIV)/AIDS research projects at academic institutions across the U.S. The SD CFAR supports multidisciplinary research to end the HIV epidemic and is recognized as a Tier 3 Center at the highest quality of research and funding. SD CFAR includes researchers at UC San Diego, San Diego State University, La Jolla Institute for Immunology, Scripps Research, and the VA San Diego Healthcare System.

The HIV Institute (THI) is a University of California San Diego Center that encompasses all HIV/AIDS researchers and programs on campus. Since 1996, THI has served as an umbrella organization to many diverse HIV-related activities across UC San Diego. THI works within and across departments, in multidisciplinary programs, and with many other collaborators. By coordinating and promoting scientific research and exchange within the academic community, as well as providing clinical resources and education to the community at large, THI strives to halt the spread of HIV through cutting-edge research, innovative clinical trials, compassionate care, and public education.

This position will serve in two distinct roles. The first is as Administrative Director of the San Diego Center for AIDS Research (CFAR). The second is the Administrative Director of The HIV Institute (THI). As such, the Director will have broad discretionary responsibility for applying appropriate management techniques and executive-level judgment to provide leadership in defining the direction, goals and requirements of the scientific collaboration and agenda between NIH, local and national institutions, and local investigators. The Administrative Director will work directly with the Principal Investigators, cores (labs), and clinical cores locally.

The position serves as the Administrative Director of the Center for AIDS Research (CFAR) and the HIV Institute (THI) at UCSD. The NIH-funded CFAR includes researchers at UCSD, the Sanford Burnham, La Jolla Institute for Allergy and Immunology, The Scripps Research Institute, and the San Diego VA Healthcare System. THI is a University of California ORU that encompasses all HIV/AIDS researchers on campus. The Administrative Director serves as deputy to the CFAR PI (Dr. Davey Smith) and THI Director (Dr. Douglas Richman), and has broad discretionary responsibility for applying appropriate management techniques and executive-level judgment to provide leadership in defining the direction, goals and requirements of the scientific collaboration and agenda between individual investigators and institutions. Works directly with the Principal Investigators, basic science and clinical cores (labs), as well as the administration of each collaborating institution. Responsible for the prioritization of projects with CFAR. The Administrative Director creates, develops, and implements Standard Operating Procedures for the CFAR and THI. The Administrative Director has responsibility to design and implement quality control, quality assurance, and program evaluation systems. Develops and implements plans for local and national fundraising and develops strategies to raise the scientific and lay community's awareness of the CFAR and THI. Responsible for implementation and oversite of the $3M annual CFAR budget.

Independently manages and provides technical direction in conjunction with faculty director for a complex academic or research program of high visibility. Develops the long-term vision and goals, policies and procedures, as well as managing ongoing operations of program(s) and oversees a fairly large operational budget to achieve objectives. Responsible for recruiting and retaining industry leaders to partner with research program in achievement of center goals. Develops and manages a membership program for industry partners. Oversees, through subordinate Academic Program Management Officers, all strategic elements of program administration including establishing program partners. Uses highly specialized expertise in research or academic specific concepts and objectives.

MINIMUM QUALIFICATIONS
  • A bachelor's degree in a relevant field of study and seven or more years of relevant experience; or eleven years of combined experience, education and training.

  • Academic or research administration background and recognized expertise in selected area.

  • Expert oral and written communication skills.

  • Leadership experience in relevant academic and/or government research agencies.

  • Demonstrated expertise in building collaborations between academia, industry and/or governmental agencies.

  • Demonstrated expertise with program building within a leading academic institution and administrative, budgetary, human resources and financial principles and practices.

  • Expert ability to work with dynamic and diverse group of faculty, staff and students.

  • Progressive managerial experience and proven success in managing a complex research or academic program(s). Ability to present recommendations or information to individuals or groups in a persuasive, motivational manner.

  • Strong fundraising experience.

  • Strong negotiation skills and verbal and written communication skills; ability to influence/ persuade all levels of staff. Experience in collaboration with medical and scientific investigators.

  • Skills in organization and customer service to effectively manage multiple important priorities. Ability to evaluate, organize, and prioritize workload to meet deadlines.

  • Relevant knowledge of HIV/AIDS adequate to contribute to the development and formulation of strategic plans, policies, and initiatives that support each centers' research and programmatic goals.

  • Experience and knowledge of protocol development, clinical trials development process and implementation, and IND submission.

  • Knowledge of UCSD HIPPA regulations as they pertain to research.

  • Knowledge of research procedures and protocols as well as DAIDS and FDA requirements as they relate to regulatory procedures.

  • Knowledge and experience coordinating a multi-center international studies. Excellent organizational skills and knowledge of budget and staffing administration for scientifically complex research projects.

Pay Transparency Act

Annual Full Pay Range: $116,000 - $224,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $55.56 - $107.38

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
