Position Summary/Purpose of Position:
The Program Manager – Safety and Health Regulatory Compliance develops, manages, and executes UMD health and safety programs according to legal guidelines. The primary responsibility of the position is to administer innovative workplace safety and health initiatives in accordance with federal, state, and local rules and regulations, industry standards, and university policies. Coordinates with UMD project leadership to achieve desired results. Assists and advises Assistant Director and coordinates with departments on identifying needs, setting goals, and developing action plans towards continuous improvement activities. Under the guidance of the Assistant Director of OSH, the position is responsible for proactive leading indicators including safety inspections, safety committee oversight, and incident investigations, including root cause analysis, corrective action identification, and lessons learned.
Partners with various departments to ensure that initiatives are undertaken to meet organizational needs. Works toward fostering a culture of safety and incident prevention as a core value. Analyzes data generated by safety metrics such as lagging and leading indicators. Advises the Assistant Director and other technical staff in the development and implementation of safety and health management and compliance issues specific to standards and practices associated with the UMD campus.
Conduct analyses of conditions and communicate safe and healthful solutions to the UMD community. Prepare written reports on findings, which logically summarize data.

Minimum Qualifications:
Education:
Bachelor’s degree from an accredited college or university.
Experience:
At least five years of related work experience (e.g., assistance with safety program development). At least one year of direct work on database systems for safety management.
Knowledge, Skills and Abilities:
This is a program management classification requiring independent judgment in interpreting and applying workplace safety regulations and safety management system principles. The incumbent oversees day-to-day activities and is responsible for providing effective, professional support to UMD’s ESSR Department.
- Ability to communicate effectively with all levels of the organization both verbally and in written form; Interpersonal relationship building.
- Organizing, scheduling and conducting safety and health inspections.
- Ability to prioritize work and objectives and make independent judgments.
- Will occasionally be required to work off-hours and be subject to on-call capacity to respond to and investigate incidents occurring at the university or affecting university personnel.
Preferences:
Preferences:
- Bachelor’s or Master’s degree in science-related major from an accredited college or university
- Working knowledge of IH equipment (e.g., sound dosimeters, IAQ equipment). Understanding of machinery and safety controls.
- ASP or other safety-related certification.
- Bi-lingual (Spanish speaking).
- Experience with program development and conducting trainings.
Additional Information:
Salary range is $88,000 – $110,000.
