The Napa Valley College Police Department is a proactive, professional, public safety organization that prides itself on its interaction and support of the campus community. The department practices a philosophy that strongly emphasizes a problem-solving approach and engagement with the diverse campus community. We are dedicated to making Napa Valley College a safe environment to learn and work. College Police Officers are responsible for a variety of law enforcement activities, involving the protection of life and property, enforcement of laws and regulations, prevention and investigation of crimes, and maintenance of order during an assigned shift. 

 

The incumbent in this position will be providing law enforcement and crime prevention; identifying potential welfare, safety, security, personnel, visitor, and site problems; maintaining safety at District facilities by enforcing state and local laws and college policies; communicating information and responding to inquiries; providing emergency care; and educating the campus community about safety, crime prevention, and emergency response procedures. 

  

The position reports to the Chief of Police and will work independently under the general direction of the Chief of Police and a Sergeant. 

 

This is a full-time, 12-months-per-year, classified position. The salary has an appropriate placement on range 27 of the current Classified Salary Schedule. The starting salary range is $5,829 to $6,748/month, with future steps up to $8,200/month. Placement is made based on experience. The college offers a fringe benefit package including medical, dental, vision, disability and life insurance, employee assistance program, and public employee retirement system membership.  

 

DUTIES AND RESPONSIBILITIES

Essential Functions: 

  • Administers first aid to students, staff and/or visitors (e.g. CPR, lacerations, etc.) for the purpose of providing immediate emergency medical care and/or contacting additional service. 

  • Arrests individuals engaging in illegal activities (e.g. theft, drug possession, vandalism, etc.) for the purpose of apprehending suspects to prevent further illegal activities. 

  • Assists other community law enforcement agencies for the purpose of supporting them in the completion of their work activities on and off campus. 

  • Collaborates with community agencies (e.g. law enforcement, courts, social services, health care, etc.) for the purpose of addressing individual cases and/or taking action regarding investigations, criminal activities, etc. for the safety and security of the college and people within. 

  • Communicates safety and security policies and enforcement procedures to students, staff and visitors for the purpose of ensuring their understanding of such information and the potential consequences of violation. 

  • Enforces district policies as necessary (e.g. ticketing, disciplinary issues, etc.) for the purpose of implementing College Police Department processes and student code of conduct. 

  • Escorts individuals for the purpose of providing direction, ensuring their safety, and providing site security. 

  • Investigates potential campus crimes and/or student related community incidents for the purpose of resolving conflicts, taking appropriate action, and/or referring to outside agency for resolution. 

  • Monitors campus activity and student behavior during events for the purpose of ensuring compliance with established guidelines, regulatory requirements, and maintaining a safe and positive learning environment, and secure facility. 

  • Participates in unit meetings, in-service training, workshops, etc. (e.g. crime prevention training, weaponless defense, etc.) for the purpose of conveying and/or gathering information required to perform job functions. 

  • Patrols district facilities (e.g. grounds, roads, buildings, adjacent areas, parking lots, etc.) for the purpose of providing visibility, maintaining security, and deterring criminal activities. 

  • Prepares a variety of documents (e.g. incident reports, activity logs, citations, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information. 

  • Presents information in a variety of settings (e.g. classrooms, district training, staff orientations, etc.) for the purpose of informing individuals of security guidelines, crime prevention and safety information and implementing law enforcement procedures and individual rights. 

  • Provides traffic and parking control for the purpose of maintaining traffic flow and use of parking lot/s. 

  • Reports safety issues or concerns to the maintenance department (e.g. broken fixtures, insufficient lighting, etc.) for the purpose of maintaining a safe environment which is free of hazards. 

  • Responds to a variety of situations (e.g. accidents, injuries, vandalism, suspicious activities, alarms, etc.) for the purpose of taking the appropriate action to resolve immediate safety and/or security concerns. 

  • Responds to inquiries from a variety of sources regarding campus security issues (e.g. permitted parking, complaints, etc.) for the purpose of providing information, direction, and solutions. 

  • Testifies in court proceedings for the purpose of providing information. 

 

Other Functions: 

  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Minimum Qualifications 
 
Skills, Knowledge and Abilities: 
 
SKILLS are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: qualifying annually with firearms and defensive weapons; operating a motor vehicle; administering first aid and CPR; handling hazardous materials; operating standard office equipment; preparing and maintaining accurate records; and utilizing pertinent software applications. 
 
KNOWLEDGE is required to perform algebra and/or geometry; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions.  Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: pertinent codes, regulations & laws; safety practices and procedures; community-based policing; problem solving techniques; laws on apprehension and arrest; custody requirements of persons accused of felonies and misdemeanor; and techniques for diffusing hostile situations. 
 

ABILITY is required to schedule activities and/or meetings; gather and/or collate data; and use basic, job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined and similar processes; and operate equipment using defined methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with a variety of data; and utilize job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: tolerating high levels of stress and reacting quickly and calmly in emergency situations, determining proper course of action; enforcing laws firmly, tactfully, and with respect for the rights of others; analyzing situations and making important decisions to protect lives and property; clearly communicating with diverse groups including those suspected of unlawful activities; establishing and maintaining effective working relationships at the College and in the community; maintaining confidentiality; working with frequent interruptions; and demonstrated sensitivity to an understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic background of community college students. 
 
Responsibility: 
Responsibilities include: working under limited supervision following standardized practices and/or methods; providing information and/or advising others; operating within a defined budget. Utilization of some resources from other work units is often required to perform the job's functions. There is a continual opportunity to significantly impact the organization's services. 
 
Work Environment: 
The usual and customary methods of performing the job's functions require the following physical demands: significant lifting, carrying, pushing, and/or pulling, some climbing and balancing, some stooping, kneeling, crouching, and/or crawling and some fine finger dexterity. Generally the job requires 30% sitting, 50% walking, and 20% standing.  The job is performed under temperature extremes and under conditions with exposure to risk of injury and/or illness. 
 
Experience: 
Job related experience is desired. 

 

Education: 

  • High school diploma or possess a GED

  • Possess a California P.O.S.T. Basic, Intermediate, or Advanced certificate OR possess a California P.O.S.T. Basic Academy certificate within the last three (3) years OR be currently enrolled in a P.O.S.T. certified Police Academy 


Certificates and Licenses: 

Valid Driver's License & Evidence of Insurability

Clearances: 

  • Citizen of the United States or a permanent resident alien who is eligible for and applied for citizenship

  • At least 21 years old

  • Tuberculosis Clearance 

  • Physical Capacities Test Clearance
  • P.O.S.T. Approved Psychological Evaluation Clearance 

 

Selection Process: 
Examinations may consist of any or all of the following: application appraisal, written objective examination, and/or P.O.S.T. Physical Ability test.  Candidates placed on the eligibility list must submit to and pass P.O.S.T. approved background investigation. Candidates receiving a conditional job offer must complete and pass a psychological evaluation and pre-placement physical examination, including drug screening, prior to appointment. 

 

Physical Standards: 
Vision must be corrected to 20/30; must be free from color blindness and have a normal field of vision; must have normal hearing acuity. 

  

Title 8, USC, Section 1324-A requires verification of eligibility for employment in the United States. 

 

Desirable Qualifications: 

  • Ability to speak and read Spanish.
