The Office of Human Resources operates as a strategic partner, doesn’t shy from innovation, and is looking to fill the position of Director of Human Resources to increase our capacity to serve our College community. This management position will supervise HR classified professionals and report directly to the Vice President of Human Resources. General Description:

This is an exempt classified administrative leadership position for the District. The incumbent reports directly to the Vice President of Human Resources (VPHR) and serves as the day-to-day office manager. The incumbent will independently perform professional work involving judgment in the interpretation and application of collective bargaining agreements, policy and procedure, as well as applicable state and federal laws (e.g. Title 5 regulations, California Education Code, state labor laws, federal labor laws). The incumbent will assist the Vice President with developing and implementing short and long-range plans and strategies to meet the District’s goals for compliance, recruitment, selection, compensation and classification, benefits administration, labor relations, and performance management. The incumbent will contribute significantly to the District’s equity, diversity, and equal employment opportunity programs, including serving as an investigator as needed. The incumbent has a high frequency of responsible contact with administrative and professional staff and with other public agencies.

 

Examples of Duties

 

Essential Functions:

  • Provide day-to-day leadership and work with staff to ensure a high performance, customer service-oriented work environment to support achieving District objectives and service expectations
  • Assist in directing the operations of Human Resources including employment, promotion, transfer, termination, and reduction in workforce processes for District personnel; recruitment, classification, benefits administration, performance management, leaves administration, complaint and grievance handling, and other related human resources functions
  • Assisting with conducting investigations and writing reports
  • Direct workflow, including developing and implementing department work plans and objectives; delegate appropriate assignments; assure timely workflow and compliance
  • Implement approved recommendations for assigned human resources functions which support the strategic plan and other planning documents; implement the philosophy and policies of the college and ensure that the human resources department adheres to and advances the college’s mission, vision, and goals; ensure programs are in accordance with applicable laws, codes, policies, procedures and best practice
  • Implement activities within the District’s Staffing Plan, Professional Development Plan, and Equal Employment Opportunity Plan
  • Assist in the administration of compliance with State and Federal legislation, Equal Employment Opportunity (EEO) guidelines, relevant sections of the Education Code and Title 5, the reasonable accommodation interactive process pursuant to the guidelines established in the Fair Employment and Housing Act (FEHA) and the Americans with Disabilities Act (ADA), and other related laws and regulations
  • Prepare reports and documentation for accreditation and other reporting responsibilities, including writing procedures and manuals as required; recommend updates to human resources related board policies and administrative procedures; assist in preparing strategic plans, program reviews, the educational master plan and other plans and reports as assigned
  • Provide consultation and technical expertise to administrators, faculty, staff, the public and others concerning Human Resources operations and activities
  • Establish and implement human resources audit procedures in order to ensure compliance with applicable laws and regulations; serve as point of contact for outside agency audits
  • Assist in supervising the maintenance of personnel records and employment contracts
  • Assist with the development, design, and delivery of workplace compliance training and professional development opportunities
  • Conduct job analyses, classification studies, and salary surveys; develop and maintain a job description library; create and revise job descriptions, which are in compliance with the requirements of law
  • Participate in collective bargaining, labor relations meetings, and grievance meetings as assigned; facilitate conflict resolution as needed to improve employee relations and the effectiveness of supervision by District managers
  • Lead assigned councils and committees; may represent human resources on various planning and/or operations committees and task forces
  • Assist with budget development and monitor assigned budget categories
  • Supervise and evaluate the performance of assigned staff; select, train, and coordinate tasks; assign priorities; resolve issues or concerns
  • Research legal matters and consult with legal counsel on behalf of the district as assigned
  • Draft board agenda items for review by the AVPHR
  • May attend DFEH, employment and/or mediation hearings on behalf of the District
  • Develop, oversee and maintain the Human Resources information system. Work closely with District ITS staff for establishing and/or improving Human Resources functions
  • Other related duties as assigned

  • Principles, methods, and techniques of Public Personnel Administration, including compliance, recruitment, examination, selection, classification, compensation, grievance procedures, and employer/employee relations
  • Provisions of related California Education Code

Typical Qualifications

 

Required:

  • Bachelor's degree from an acceptable accredited institution in human resources management, business administration, public administration, organizational management, educational management, or related field AND
  • Evidence of sensitivity to an understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students AND
  • Five (5) years of increasingly responsible related experience OR
  • The equivalent education and experience directly related to human resources management

License or Certificate

  • A valid California Class “C” driver’s license. Travel to locations throughout the District may be required.

Desired:

  • Master's degree from an acceptable accredited institution in human resources management, business administration, public administration, organizational management, educational management, a related field, or the equivalent

Health Benefits

1. Spouse of active employee that does not have any other employer coverage, and is on Medicare only, are covered by our insurance as primary and Medicare secondary.
2. If NO children are involved and spouse of active employee has other employer coverage – spouse coverage is primary for spouse, employee coverage is primary for employee – then secondaries.
3. If children ARE involved and spouse of active employee has other employer coverage – the person with the first birthday (employee or spouse) is the primary coverage and other is secondary.
Cost is $12.00/month for 10 months/year. We do not pay anything during June and July. This $12.00 covers the following as long as the members use Plan providers:
1. Medical (Anthem Blue Cross): $100 deductible for each family member or $300 deductible per family paid by employee each calendar year. 100% coverage after deductible is paid (except for emergency room visits which cost $100 unless the person is admitted to the hospital).
2. Dental (Delta Dental):
a. Plan pays 70% first year plan is used
b. 80% paid second year
c. 90% paid third year
d. 100% paid fourth year
e. 100% will be paid each year thereafter unless member does not visit the dentist each year for cleanings/check-ups.
f. 50% co-payment for Orthodontic with $1,500 lifetime maximum for each enrollee.
3. Vision (VSP): $5.00 co-pay for exam every calendar year. Plan pays $130 for frames, anything over $130 is paid by the member. Single vision, lined bifocal and lined trifocal lenses are covered in full.

4. Prescription (Navitus): Pharmacy cost is $3.00 for up to 30 day supply generic and $15.00 co-payment for brand name. Costco 30 day supply generic and by mail for up to 90 day supply generic is $0.00. If brand name drug is chosen when a generic is available, member will pay the difference in cost between the brand name and generic drug plus generic co-payment.

5. $50,000 life insurance policy on employee.

6. Short-term and long-term disability
Retirement
1. Public Employees Retirement System (PERS), for 2015-16:
Classic members - 7% and the college pays 11.847%.
New members – 6% and the college pays 11.847%.

2. State Teachers Retirement System (STRS), for 2015-16:
Members prior to 1/1/13 contribute 9.20% each paycheck and the college 10.73%
Members after 1/1/13 contribute 8.56% each paycheck and the college 10.73%

3. If PERS, the college and employee both pay into social security and Medicare.
If STRS, the college and employee do NOT pay into social security but both DO pay into Medicare.
Holidays, Vacation, Sick Leave
1. Holidays – 11 paid plus 5 days during Christmas.

2. Vacation – 2 days per month worked – fiscal year.

3. Sick – 1 day per month worked with maximum of 12 days per year – fiscal year.
