Logistics Manager, USAID Analytical Services V (ASV)

OPPORTUNITY

This is an opportunity to play a critical role in advancing USAID's democracy, human rights, and governance (DRG) objectives by addressing logistical challenges inherent in managing global analytical services. As the Logistics Manager for the Analytical Services V (ASV) initiative, you will support USAID's Bureau for Democracy, Human Rights, and Governance (DRG) by ensuring smooth operations across a diverse portfolio of analytical activities.

In this role, you will manage the complexities of coordinating consultant recruitment, onboarding, and deployment under tight timelines, ensuring personnel are identified and mobilized efficiently. You will play a vital role in maintaining a robust roster of vetted consultants and implementing streamlined onboarding and deployment processes to mitigate delays and support rapid response needs. ONGOING RESPONSIBILITIES

  • Manage the delivery of tasks, ensuring all deadlines for deliverables are tracked, proceed on time, are within budget, and align with USAID's quality standards.
  • Lead the recruitment, vetting, and onboarding of consultants to meet USAID's rigorous requirements, ensuring rapid deployment for tasks.
  • Maintain a robust roster of pre-vetted consultants for timely identification and mobilization.
  • Work with project and company leadership to manage all aspects of consultant logistics including tracking the details of consultant agreements, scopes of work and deliverables, level of effort, invoices, and travel.
  • Oversee logistics for consultant deployment, including travel, scheduling, and alignment with task requirements.
  • Coordinate resources, schedules, and communication between home office teams, consultants, and USAID Missions to ensure seamless task execution.
  • Track and report on project progress, consultant performance, and logistical metrics to support adaptive management and informed decision-making.
  • Collaborate with the Project Director, research teams, and USAID stakeholders to align logistical planning with strategic priorities.

QUALIFICATIONS

Minimum Qualifications

  • Bachelor's degree and four (4) years of experience managing the assignment of staff and/or short-term consultants worldwide in an expedient and cost-effective manner.
  • Proven ability to oversee multiple tasks and competing priorities simultaneously, ensuring deadlines and quality standards are consistently met.
  • Demonstrated experience managing the logistical aspects of task delivery, including tracking deadlines, ensuring on-time and within-budget execution, and coordinating complex workflows.
  • Experience in strategic planning, managing budgets and analyzing financial performance, and a strong understanding of business operations and procedures.
  • Exceptional proficiency in written and spoken English.

Preferred Qualifications

  • Knowledge of USAID policies and procedures, particularly in managing logistical and operational requirements for analytical or programmatic tasks.
  • Proficiency in developing and implementing Standard Operating Procedures (SOPs) to improve efficiency and streamline workflows.
  • Experience managing varies types of contracts (CPFF, T&M, FFP, Hybrid, Cooperative Agreements, GUCS, etc.)
  • Proficiency in using project management tools and systems to track task workflows, deadlines, and personnel assignments.
  • Proficiency in an additional language, particularly one relevant to USAID's priority regions, is preferred.

  • Exceptional communication and interpersonal skills, with the ability to collaborate effectively with diverse teams and stakeholders across global settings.
  • Strong organizational and multitasking skills, with the ability to manage multiple priorities and deadlines in a dynamic environment.
  • Capacity to maintain flexibility and adapt to changing demands, including high-pressure or high-demand periods.

  • Legally authorized to work in the United States with no restrictions.
  • Criminal background check required.

BASE STATION

The position will be based in Washington, D.C. Environmental Incentives is implementing a hybrid work model in which employees are required to work in the office two days per week.

COMPENSATION AND BENEFITS

The starting salaryrangefor this positionis$61,000-$73,000 per year.
